How do we make AI available to everyone not just the privileged few?

It would seem that the American tech bro fraternity are making models that are so expensive to use in any meaningful way that most people will be priced out of the market. Meta have plans for a 2.5GW data center the size of several blocks in New York that will be used to train Llama 4 and future AI models, so it will expect a return on investment to the tune of $60B – $65B for just one data center and they are planning to build in other regions of the world. China is full steam ahead with AI and the citizens are using it widely, I would like to visit China and see how they are using this infant technology.
